DUTIES AND RESPONSIBILITIES
The Head, Technology and Biometrics shall:
- Provide inputs for the formulation of policies.
- Ensure the implementation, monitoring and evaluation of programmes and activities of the Directorate.
- Ensure the effective and efficient management of the human, material and financial resources of the Directorate.
- Ensure the provision of technical specification for the acquisition of IT equipment, systems and services.
- Ensure the effective development and implementation of strategies, standards, guidelines, procedures and processes on ICT and identity management programmes and activities for the Authority.
- Ensure the collaboration with relevant stakeholders in the management of ICT within the identity management ecosystem.
- Ensure the collaboration with relevant stakeholders in the harmonization and integration of data in the National Identity Register.
- Ensure the confidentiality, integrity and availability of the data collected under the National Identification System (NIS).
- Ensure the efficient and effective management of the Data Centre of the Authority.
- Ensure the periodic update and maintenance of software and IT systems.
- Ensure the development and implementation of appropriate back-end and front-end technological setups to support the National Identification System (NIS).
- Ensure the design, development, implementation and review of network, data security and privacy controls.
- Ensure the preparation of the budget and work plan of the Directorate.
- Ensure the preparation of annual and other periodic reports of the Directorate.
- Oversee the implementation of the Performance Management System within the Directorate.
- Supervise and appraise the performance of subordinate staff.
QUALIFICATION AND EXPERIENCE
IN-SERVICE ENTRY
· Availability of vacancy on the grade of Director, Technology & Biometrics.
· A minimum of five (5) years on the grade of Deputy Director, Technology & Biometrics.
· Must have satisfactory Staff Performance Appraisal Reports.
Must pass a selection interview conducted by the Public Services Commission in consultation with the Governing Board
