DUTIES AND RESPONSIBILITIES
The Deputy Director, Procurement shall:
· Provide inputs for the formulation of policies.
· Oversee the implementation, monitoring and evaluation of programmes and activities of the Unit.
· Ensure the efficient and effective management of the human, material and financial resources of the Unit.
· Ensure the development of procurement manuals and procedures for the Authority.
· Ensure the development, maintenance and update of the database of Suppliers, Contractors and Service Providers as well as the procurement activities of the Authority.
· Ensure the preparation of the annual Procurement Plan of the Authority.
· Oversee the efficient and effective management of procurement processes.
· Serve as the secretary to the Entity Tender Committee of the Authority.
· Ensure the submission of annual and other periodic reports of the procurement functions to the Public Procurement Authority (PPA) through the Head of Entity.
· Oversee the management of stores and disposal of assets in accordance with laid down procedures and regulations.
· Ensure the preparation of the annual budget and work plan of the Unit.
· Ensure the preparation of annual and other periodic reports of the Unit.
· Oversee the implementation of the Performance Management System within the Unit.
· Supervise and appraise the performance of subordinate staff.
QUALIFICATION AND EXPERIENCE
IN-SERVICE ENTRY
· Availability of vacancy on the grade of Deputy Director, Procurement.
· A minimum of three (3) years on the grade of Principal Officer, Procurement.
· Must have satisfactory Staff Performance Appraisal Reports.
Must pass a selection interview conducted by the Authority, in collaboration with the Public Services Commission.
